Archive.org is the Internet Archive, a large server run by a non-profit organization and dedicated primarily to archiving web pages. It also includes a section for users to submit their own files, which is often used to upload large archives of other content, including scanned magazines, digitized tapes, and ROM dumps and CD rips. The Internet Archive is funded by user donations.

Vimm's Lair is run by one person on a private server and is solely dedicated to preserving video games and video game manuals. Almost every ROM or ISO here is user submitted and checked against a database of known good dumps before being made available for download, unlike the Internet Archive, which does not do any checks of user-submitted content. Vimm's Lair is funded by banner ad revenue.

Vimm's Lair is definitely more reliable if you want to be sure what you're downloading is a good copy of the original, however the Internet Archive has more content overall, including some rare games not available on Vimm such as the leaked review copy of the unreleased game Penn and Teller's Smoke and Mirrors for the Sega CD, famous for its minigame Desert Bus.

The Internet Archive also has faster download speeds since its servers have much more bandwidth than Vimm's Lair. In either case, you should be sure to scan any files you download from the Internet to make sure there are no viruses.
